Welcome to Weatherization Services

The Weatherization Process. What is next?

  1. Application Review – Your application will be reviewed and processed.
  2. Waiting List Placement – Applications are placed on a waiting list for Weatherization services.
  3. Pre-Inspection – You may receive a pre-inspection to determine if an energy audit can be scheduled.
  4. Energy Audit Scheduling – You will be contacted to schedule an Energy Audit of your residence. This inspection typically takes 1–2 hours. The auditor will need access to all areas of the dwelling, including the attic and basement. An adult must be present during the audit.
  5. Audit Analysis – Results from the Energy Audit are entered into the National Energy Audit Tool (NEAT) to determine which Weatherization energy-saving measures can be performed.
  6. Eligibility Notification – If your property does not qualify, a Deferral or Denial letter will be mailed.
  7. Work Agreement – If eligible, you will receive a detailed Work Agreement outlining the Weatherization measures for your home.
  8. Work Order Processing – After signed paperwork is returned, your file is sent to the Production Department to issue work orders to our subcontractors.
  9. Weatherization Improvements – You will be contacted to schedule appointments for the installation of energy-saving measures.
  10. Final Inspection – A final inspection is conducted with the homeowner to verify that all measures have been completed correctly according to program specifications. Some dwellings may receive an additional quality control inspection after project completion.

Weatherization Program Eligibility

Your eligibility depends on the number of people in the home. For the most up-to-date income guidelines, please visit the Weatherization page of the State of Wisconsin, Department of Administration (DOA), Division of Energy, Housing, and Community Resources (DEHCR) website.

Those interested in La Casa’s Weatherization Program must first apply for the Wisconsin Home Energy Assistance Program (WHEAP). In partnership with the Wisconsin DEHCR, this program includes a variety of energy-saving services, such as:

  • Insulation of attics, side walls, and crawlspaces
  • Air sealing of drafts and warm air escaping through the attic
  • Repair or replacement of heating systems and ductwork
  • Lighting replacement with energy-efficient Light Emitting Diodes (LEDs)
  • Replacement of refrigerators or freezers
  • Testing and/or replacement of water heaters
  • Health and safety inspections
  • Maintenance and conservation education.

Together, these programs form the Wisconsin Home Energy Plus program. Home Energy Plus gives qualified Wisconsin residents reduced energy use and costs through WHEAP, the Weatherization Assistance Program (WAP), and the furnace and water conservation program offered
through the Home Energy Plus Program Services programs. Available statewide, these offerings are funded by the aforementioned DEHCR.

La Casa de Esperanza supports the Home Energy Plus program through our weatherization services. Households that rent should continue to apply for WHEAP and have their landlord contact La Casa de Esperanza for more information on these programs.
